Panem 101
Panem is the fictional dystopian nation where the Hunger Games series takes place. At the start of the first novel, Panem is made up of 12 districts, all living under the rule of a dictatorial president in the ultra-wealthy Capitol.[1] As the series unfolds, it’s revealed that there are also rebels in Panem who are secretly resisting the Capitol’s authoritarian power. As a result, there are technically three types of residents of Panem: Capitol, District, and Rebel. Here’s a breakdown:
- Capitol: The Capitol is a luxurious, technologically-advanced metropolis that is home to Panem’s elites and the president. Citizens of the Capitol live uber-privileged lives, and they aren’t required to participate in the Hunger Games—instead, they experience the Games as enthusiastic spectators.
- District: 12 districts live under the rule of the Capitol, and each of them is known for a specific industry. For example, District 4 is known for fishing and seafood, while District 12 is known for coal mining. Districts 1, 2, and 4 are considered the “wealthier” districts (though they are still less privileged than the Capitol), while Districts 11 and 12 are considered the most impoverished.
- Rebel: Rebels are the citizens of Panem (and residents of the secret District 13) who fight against the authoritarian government in preparation for a future revolution.
