If you answer no, then you're staying with them out of guilt, not out of love, and it's time to move on.
Don't, though, stuff your fear down or pretend it's not there. You can even walk up to them and tell them, "hey, I'm super nervous, and I really like you. I'd like to take you out on a date. Would you be interested?"
I always advocate for making fear be okay. Love the fear, accept the fear, and do it anyway.
That question is way more important to explore than whether to end the relationship or not, because once you decide that you only want someone who is committed to you, you can free yourself from this situation.
So ask yourself, "Why am I in this dynamic? What does it have to do with me? What can I do about it?" Then, if you decide you want to change the dynamic, tell the guy, "I want someone who commits to me, are you that or not?" If they say they aren't, then they've ended things for you.
