    It's because your PC can hold accounts for different users who can log onto your computer. Only the administrator (main account) can delete accounts, so it's just verifying you are the admin.

    The system admin is not affected any way. Restricting SYSTEM's permissions prevents the SYSTEM user from doing anything to it, which can be risky because Windows Defender Real-Time protection uses the SYSTEM user account, which poses a risk if the document is infected.

    You need to sign into an admin account. You are signed into a standard account. Also another reason could be that there are no other users.
