It's impossible to do so, unless you want to upload your pictures only. Basically, plug in your iPad, and on the device, select "Allow device." You should be able to access them after you do so.

Try rebooting both devices, unplugging and re-plugging the connection, and using a different USB port. If this doesn't work, you might consider reinstalling iTunes. Make sure to deauthorize purchases BEFORE uninstalling iTunes, otherwise you will use one of your five DRM-authorized computers, which cannot be revoked later.

How do I connect my e-mail between my PC and iPad?

If you are using the same e-mail account on both devices the e-mails you receive on that account will appear on both your PC and your iPad. To access your e-mail on your iPad, go to Settings -> Mail -> Add Account -> Select your service -> Enter email address and password -> Done. On your PC, just log in normally. Your e-mails should now appear on both devices.
