Install an app called Kingroot, it removes the requirement to have been rooted, it will try to acquire root access for you (it may fail the first time but after a few tries it always eventually succeeds for my devices). It has an uninstall tool that removes pre-installed apps. Removes Hangout on my device easily and has options to permanently delete the app (otherwise keeps it in recycle bin). However, Hangouts returns if you factory reset your device.
