Why can't I get Tyranitarite if I am playing Pokemon X?

You can get it in Pokemon X. First you need to complete the game (defeat the Elite Four, etc.) then go to Kiloude City and defeat your rival. Next, once you have upgraded your Mega Ring, go to Cyllage Town between 8:00 and 9:00 PM and enter the gym. It should be on the right side of the gym.
